If (theoretically, with no inefficiencies of insulation, etc.) the output current is zero, due to an open circuit on the output winding, and assuming the load is balanced to be purely resistive, the input current will also be zero.
Thus, I don't think that you can say there is an output current, unless assuming an output load.
